Holy Angel University – University Student Council (HAU-USC) President Adonis Cayanan officially ratified the return of the Students’ Rights and Welfare (STRAW) Desk, placing it under the jurisdiction of the Office of the Solicitor General (OSG), June 15.
Per Executive Order (EO) No. 2, the STRAW Desk — formally named the Kalinga STRAW Desk — is intended to “serve as a dedicated support system to uphold, safeguard, and advance the rights and welfare of all Angelites.”
Following the ratification of the HAU Student Government (HAUSG) 2024 Constitution, student grievances were placed under the jurisdiction of the OSG, which was tasked to “identify the appropriate action or refer and endorse student grievances to the administrative offices of Holy Angel University, or both.”
Though the OSG previously received and managed concerns through the official HAU-USC Facebook page, the order stated that it is “necessary to establish a structured and accessible platform beyond the Council’s social media channels” where students can formally submit their concerns.
In this regard, effective immediately until the end of academic year (AY) 2025–2026, Section 2 of EO No. 2 states that the Office is to report directly to the HAU-USC President in managing the Kalinga STRAW Desk, organized under three divisions: academic, non-academic, and student representation.
“The Office of the Solicitor General shall ensure that timely, transparent, and effective mechanisms are implemented for the resolution of all submitted concerns,” the executive order read.
Prior to its reestablishment, an earlier iteration of the STRAW Desk — named SANDIGAN Angelites — was launched under former HAU-USC President Kenneth De Guzman through Executive Order No. 5 on October 7, 2021, in collaboration with the Student Grievances and Legal Affairs Committee of the Executive Board, and was last utilized during AY 2023–2024.
